Congress leader Shashi Tharoor, who is leading the all-party delegation, launched a scathing attack on Pakistan. Tharoor said that Operation Sindoor was a signal that India is not trying to start the war but just conducting "retribution for an act of terror" in response to the terror attack in J&K's Pahalgam on April 22.
