SC issues guidelines to curb student suicides, calls it systemic failure

The Supreme Court on Friday issued a set of guidelines for educational institutes across country, expressing concerns over increasing student suicides in India. The apex court noted that the increasing suicide rate among students is a sign of the failure of the system. If the system had made proper arrangements and focused on this issue, these students could have been saved.A bench of Supreme Court Justices Vikram Nath and Sandeep Mehta said that the increasing suicide rate among students is indeed a serious matter, which requires constitutional intervention.A student who was preparing for NEET died after falling from the roof of a hospital in Visakhapatnam. During the hearing of this case, the SC has issued 15 guidelines keeping in mind the safety of students across the country.Along with this, the investigation into the death of the student was ordered to be handed over to the CBI.The Supreme Court has said in its order that all educational institutions in the country will have to implement a uniform policy for the safety of students.The central government's UMMEED program will have to be implemented properly. UMMEED stands for Understand, Motivate, Manage, Empathize, Empower and Develop.States have been ordered to make all kinds of efforts to reduce mental stress among students and prevent them from committing suicide.The Supreme Court has ordered that every educational institution with 100 or more students will have to recruit a recognised counselor, psychologist or social worker. If there are fewer students, the service should be taken from outside.Install rooftops in very tall buildings, prevent students from going to the balcony, install tamper-proof ceiling fans.Grievance redressal centers will have to be set up in coaching centers.The Supreme Court has directed to implement all these rules within two months.13,044 student suicides in 2022The total figures of student suicides were also presented in the Supreme Court, according to the National Crime Records Bureau (NCRB), 1,70,924 cases of suicide were reported in the year 2022.Out of which 7.6%, i.e. 13,044 students ended their lives due to mental stress. The Supreme Court bench noted that out of all the students who committed suicide, 2,248 ended their lives due to failure in exams.There has been a big jump in the number of student suicides in the last two decades. In the year 2001, the figure was 5,425 which increased to 13,044 in 2022.
