A series of controversial land transactions have come under scrutiny after multiple "N.A. Sale Deeds" (non-agricultural sale deeds) were allegedly executed without full departmental permissions. Authorities have launched verification drives across villages and revenue divisions. The issue also casts a shadow over land registry integrity in the Union Territory.

In a developing administrative situation, the Revenue Department of Dadra & Nagar Haveli has begun investigation into multiple property sales involving N.A. (Non-Agricultural) plots, citing inconsistencies in documentation and permission records. The scrutiny follows alerts from the Collectorate Office, after it was found that several plots—some within the Silvassa planning jurisdiction—had changed hands without following proper legal or departmental procedures.

The concern primarily lies in the authenticity of sale deeds executed in regions including Vasona, Rakholi, Samarvani, and Silvassa. According to preliminary checks, many of these transactions either lacked collector’s permission or were recorded through outdated village records that had not been updated in the central revenue system.

A notification issued under ADM/Coll./Misc/2024-25, stated that all parties involved in land transactions from July 2023 onwards must submit supporting documentation and verify the legality of their transactions. Violations could attract criminal penalties under state land transaction laws.

In one such case, the Occupancy Right (OR) was granted under disputed circumstances, and the Sale Deed was reportedly registered even though the plot was under litigation. Sources from the registry office indicated that over 21 such questionable deeds had been discovered across Silvassa town and nearby villages.

The local government has ordered:

  • A freeze on all disputed sales until re-verification.

  • District-wise record auditing of sale deeds from Jan 2023 onward.

  • A public notice requiring buyers and sellers to appear for hearings, starting August 2025.

The matter has caused unease among several landowners, developers, and even local politicians, many of whom rely on these land deals for revenue and political support. Several citizens voiced concern, fearing that their investments may be declared void if their paperwork is found defective.

Meanwhile, urban planners and the legal department are pushing for digitization of land records and GPS-tagged maps to avoid overlapping boundaries and fraudulent claims.
